This 60" (150 cm) wide fabric is a crushed velour that stretches across the width, but doesn't along the length. It is a good priced alternative to cotton velvet and is 100% polyester of a knitted/ jersey composition and construction, (which gives you the stretch). 
This does have a look and feel that belies the price.

This is a full rich ruby/dark red colour.
